Sarathi Parivahan: Driving Licence Services Online
Sarathi Parivahan is dedicated to all driving licence related services. From learner licence to permanent licence renewal, this portal manages all DL activities.
1. Apply for Learner Licence (LL)
A learner licence is the first step toward getting a permanent driving licence.
Eligibility:
- Age 16 for gearless two-wheelers
- Age 18 for private vehicles
- Age 20 for commercial licence

Here's how to apply for Learner Licence (LL):

- Visit the Sarathi Parivahan portal (sarathi.parivahan.gov.in)
- Select your state
- Click on Apply for Learner Licence
- If you have Aadhaar: click Applicant with Aadhaar. This enables eKYC and allows you to take the online e-Learner test from home and get an instant e-LL. Applicant without Aadhaar can still apply online but must visit the Mall Road Office (MLO) or RTO and take the test physically.
- Click Continue on the instruction page.
- Fill application details
- Upload documents
- Upload photo & signature (if eKYC through Aadhaar, upload signature only)
- E-sign the application
- Pay the LL application fees
- Applicant with Aadhaar (eTest): you can take the online learner test from home. Make sure your device, camera and internet are working. Follow the online test rules and the Road Safety tutorial prior to starting. Passing will generate an e-Learner Licence instantly.
- Applicant without Aadhaar: you must book a slot at the local MLO/RTO for the learner licence test. If you pass, the RTO will issue the learner licence.
2. Apply for Driving Licence (DL)
Once you hold a learner licence for 30 days, you can apply for a driving test.

- Visit the Sarathi Parivahan portal (sarathi.parivahan.gov.in)
- Select your state
- Click on Apply for Driving Licence
- Fill applicant details
- Upload documents
- Upload photo and signature if required (applicable for only some states)
- Book a driving test appointment
- Pay the fees
- Verify the pay status
- And finally take the driving test
Your permanent licence will be issued after clearing the RTO driving test.

- Enter the Application Number and Date of Birth.
- Click on Submit button. The system will now fetch your real time DL application status from the RTO database.

- Click on Search Related Application under the Others menu.
- Select which licence you want to download: Learner Licence (LL), Driving Licence (DL), or Conductor Licence (CL).
- Based on which licence you want to download, enter that licence number and date of birth.
- Click on Submit button.
- Now, you can see your digital driving licence and you can download it as a PDF.

Parivahan Sewa: Vehicle Related Services & eChallan
Vehicle related services are offered through the Vahan system under Parivahan Sewa. It connects more than 1300 RTO offices.
1. Know Your Vehicle Details (RC Status)
You can check any vehicle's registration details using just the number plate.

2. How to Check eChallan Online
You can check if your vehicle has any pending challans by following these steps:

Step 1: Visit the official eChallan website: https://echallan.parivahan.gov.in/index/accused-challan
Step 2: You will see three options to search: Challan Number, Vehicle Number, and Driving Licence Number (DL Number). Choose whichever option you have available.
Step 3: Enter details and the captcha code.
Step 4: One Time Password (OTP) has been sent to your registered Mobile No. Enter this OTP and Click on Submit button.
Step 5: View challan details. The system will display:
- Pending challans
- Paid challans
- Date & time of violation
- Place of violation
- Challan number
- Offence type
- Fine amount
- Photo/video evidence (if available)
You can click on each challan to see full details.
3. How to Pay eChallan Online
Step 1: Tick the box next to the pending challan.
Step 2: Click on Pay Now. You will be redirected to the payment gateway.
Step 3: Complete online payment. After payment, download the digital receipt.
4. Duplicate RC
If your Registration Certificate (RC) is lost or damaged, you can apply for a duplicate copy through the Parivahan Sewa portal.
5. Transfer of Ownership
When buying or selling a used vehicle, ownership transfer is mandatory. Parivahan helps you apply online.
6. No Objection Certificate (NOC)
If a vehicle moves from one state/region to another, an NOC is required. You can request it online.
7. Update Address or Mobile Number
You can change your address or update your mobile number linked to your RC online.
